Hayward's own Elisa Marquez, the Alameda County Supervisor for District 2, will be the featured speaker when the Hayward Rotary Club meets for lunch at noon on Monday, Aug. 4 at 1074 B St. Her district includes Hayward, Newark, Union City, and parts of Fremont.
